Polling hours at the Town of West Rutland Town Hall, will be March 5, 2019, 10:00am – 7:00pm. Absentee Ballots may be obtained by calling the Town Clerk’s office at 438-2204.

Development Review Board Jan. 16 Meeting Cancelled

NOTICE: The  West  Rutland Development  Review Board Meeting scheduled for Wednesday, January 16 has been cancelled.   

The next regular meeting will be on February 20, 2019 at 7:00pm, at Town Office.

Letters were sent out by our reappraisal contractor, Vision Government Solutions last week.   These letters were a follow up to the cold call first attempts made during 2018 and were sent to all taxpayers for whom Vision was unable to complete an interior inspection of the property.    If you did have a full inspection with the data collectors this summer or fall and have received this letter in error, please disregard it and our apologies for the confusion.   If you did not have an interior inspection and would like to schedule one, please call Vision at 1-888-844-4300 or you may schedule an appointment at the website at

Some Frequently Asked Questions about the Reappraisal:

  • Do I need to let the appraisal team complete an interior inspection?

Per Vermont statutes you are not required to allow an interior inspection by the appraisal team or the Listers.   Without an interior inspection, the appraisal team and Listers will make assumptions based on the exterior of the dwelling and will use those assumptions and existing data to arrive at an assessed value for your property.  

If you choose to grieve at the Listers Grievance level, you will be asked to allow an interior inspection of the property if you did not previously have one.   Again, you may refuse this, but the Listers will most likely deny your appeal if this is so.   If you choose to grieve at the next level of Board of Civil Authority, you will be required to permit an interior inspection or the appeal is declared null and you cannot go to the next level of appeal.

The advice of the Listers is to allow an interior inspection so that we can be fair and accurate for assessments for all taxpayers.   One common example of the taxpayer that may benefit from allowing an interior inspection is a case where the owner may have updated the exterior of the dwelling with new siding and/or roofing yet the inside is significantly more dated.   Without seeing the interior of the home, the assumption will be made that the inside is in similar condition to the outside.

  • When will taxpayers be notified of the results of the reappraisal?

This reappraisal project is to take effect for the 2019 Grand List.   The new values will be on your tax bill that will be sent out in July of 2019.   Formal change of assessment notices are due to be set out by June 4, 2019, per state statute.   This notification will show your previous assessed value and new assessed value and will also provide the dates and instructions for filing a grievance appeal if you choose to do so.    The appraisal contractor will also send out a preliminary notice in May of 2019 allowing taxpayers to review the data upon which your final assessment will be based.

Winter Parking Ban


To aid in snow removal, beginning December 1st. until March 31st it is illegal to park on the street between 2:00 AM and 7:00 AM. Violators will be towed at the owner’s expense.  Thank you for your cooperation.


Placing stakes or reflectors on your lawn along the edge of the road pavement are not permitted. The snowplow drivers need the room to remove the snow. Nothing can be placed in the right of way without Town Permission.  It is also illegal to plow snow across the road.  Please be sure to keep the sidewalks cleared after they are plowed.

Water Tips for the upcoming cold weather…

Water Leaks, sump pumps and winter running faucets….

Please help us save money and water this winter. If you have had a frozen water pipe in the past, please make sure to run one faucet during the coldest days. The water only needs to be running a stream about the size of a pencil. If your basement is warm then you will only have to run the water after the ground freezes down to the water line. Only run the water when needed.

If you have a dripping or running fixture in your home, please get it repaired. If you live near a house that is vacant, please check on it to make sure that there is no water running in it. If there is an outside hose connection, you can put your ear to it and if there is a leak you will be able to hear it. If you notice an area in your neighborhood that is wetter than normal, please call us so we can check on it.

If you have a sump pump that is connected to the sewer, it is an illegal connection and must be disconnected. Please don’t pump the water to the sewer system. The extra water has to be treated and the pumps and the plant will fail if we receive too much ground water.

Town Wide Reappraisal Begins

The appraisal team will begin the week of May 21st.  They will be starting with the following streets: Marble, Main, Chapel, Ross and High.

The Vision Government Solutions personnel will be back in town to continue their reappraisals October 15 through 19, 2018 and November 5 through 8, 2018. 


The Town of  West Rutland, VT has contracted with Vision Government Solutions to do a complete town-wide reappraisal for the 2019 Grand List.  Vision will be working with the Listers office to make this year long project a successful one.  The last revaluation was completed in 2008 and current CLA and COD values calculated by the state indicate that a reappraisal is needed again.  A revaluation will determine the current fair market value of every property in town.  It equalizes the values of all properties for the purpose of a fair distribution of the tax burden.

The major phases to a municipal revaluation are: Data Collection, Market Analysis, Valuation, Field Review and Informal Hearings. During the month of April, the data collectors will be starting the data collection phase.  The Valuation phase will be starting later in the year.  Vision personnel will also be driving through the town reviewing all properties to update the Listers Office database. A “Listers Office” sign will also be posted in the vehicle window, and their car is registered with the Sheriff’s Office as well as the Listers Office at the town hall.
